Administration ministry includes in itself bookkeeping ministry (church accounting, coordination with revenue and other state structures) and logistic ministry (scheduling of church life, organization and realization of special events, coordination between ministries).
In 1 Cor. 14:33 it's said, "For God is not the author of confusion, but of peace, as it is in all churches of the saints". Peace is rest and safety. There is no peace in disorder. Absence of any order is darkness (Job 10:22).
Let's recall what happened with Moses (Ex. 18:13-27) when he, anointed by God, served to the nation of Israel, but only wore himself out and people who were with him. Moses and Israel suffered from absence of order in Moses' ministry. I see the main role of administration ministry - exactly to help ministers, who are called by God and are willing to minister, but can wear out themselves without order. Order is symmetry and harmony; it's impossible for the Body of Christ to be healthy without one.
